Is There Really a "Farbreng Inn" Motel in Richmond?

Looks like this motel is run by Lubavitch of Richmond Va.

I wonder, Who is that man sitting by the upstairs window in the house overlooking the Farbreng Inn?

    it's a local Chabad with nice grounds and guest rooms.
